Just as a Local Contractor Registration Certificate certifies construction firms, a CIDB Green Card certifies the competency of construction personnel.
As outlined under Section 33 of Act 520 by CIDB, all personnel working on construction sites must have a valid Green Card, and our guide explains the process of obtaining one.

Types of construction personnel
Act 520 recognises the following five types of construction personnel:
- General construction workers: Manual labor, non-skilled
- Semi-skilled construction workers: Workers with specific skills, knowledge, and experience
- Skilled construction workers: Certified workers with expertise in specific trades
- Site supervisors: Those who oversee construction activities on-site
- Project managers: Those who coordinates the entire project from start to end
All five categories can be local and foreign individuals.
Registration requirements
To apply for a CIDB Green Card, applicants must meet the following conditions:
- Identification Documents:MyKad, Passport with work permit, or IMM13P Pass
- Age: Be 16 years old and above
- Safety Certificate: Valid construction safety training certificates
- Involved in Construction Work: Is actively engaged in construction activities
- Compliance with CIDB Regulations: Adheres to CIDB laws and guidelines
Registration fee and validity duration
Fees are based on number of years applied for as shown from the table below.

Note first-time applications are unlikely to be granted the maximum five-year period!
For MyKad holders, registration is between one to five years following applicant’s birth date, while foreign workers (with PLKS/EP or IMM13P) are limited by their permit expiry date.
The cost / year applies equally to local, foreign, and IMM13P applications.
