Where to apply for an MPKJ business license
Here’s some good news: Most MPKJ business license applications can be done via their eLesen portal.
If you’re a first time eLesen visitor, you’ll need to register for a new account.
Once you have an account, everything from document submission, payment, and printing can be done.
Speaking of document submission, let’s get to the required paperwork!
Required documents for all businesses
Before applying, make sure you have the following paperwork ready:
- 1 passport-sized photo of applicant
- 1 copy of the applicant’s identification card or passport
- 1 copy of company registration certificates
- 1 copy of stamped and certified building lease or sale and purchase agreement
- 1 copy of offer letter (for shopping complexes)
- 4 copies of
- Certificate of Fitness for Occupation (CF)
- Temporary Building Permit,
- land grant, or
- Official Land Search from the Land Office.
- 4 copies of latest property assessment tax receipt (with no arrears) or verification from the Valuation and Property Management Department
- Colored photos of the premises, including:
- 4 photos of the front,
- 4 photos of the back,
- 1 photo of the side, and
- 2 photos of the interior.
- 4 colour copies of signboard with approval from Dewan Bahasa dan Pustaka
- 4 copies of the floor plan.
- Fire safety confirmation letter from the Fire and Rescue Department
- 4 copies of the business location map

At this stage, you’ll also need to pay a RM50 processing fee to submit the documents.

MPKJ has specific conditions that must be met for each business.

Pharmacies | – 1 copy of the Pharmacist Registration Certificate from the Ministry of Health (KKM). |
Pawnshops | – 1 copy of the License from the Ministry of Housing and Local Government (KPKT). |
Hotels | – Support letter for Interior Renovation Plans from the Building Control Department, MPKj. – Support letter for Planning Permission from the Development Planning Department, MPKj. |
Vehicle Workshops | – Support letter from the Department of Environment (industrial areas). |
Rice Retailers | – 1 copy of the Retail License from the Paddy and Rice Control Division, Ministry of Agriculture and Food Industry. |
Halal Slaughterhouses | – 1 copy of the Slaughter Certification Card from the Selangor Islamic Religious Council (MAIS). |

MPKJ premise rules for specific businesses
Once you’ve received a nighttime entertainment license, here are ongoing conditions to follow:
Beauty and health centres
- Entrance doors must be at least 25% transparent glass and unlocked when operating
- Massage or treatment areas cannot be fully enclosed
- Treatment rooms cannot have lockable doors or attached bathrooms
- Staff must be neatly and modestly dressed
- Health certificates for massage staff with medical check-ups every 6 months.
- Maintain a register of staff details for inspection.
- Business hours are allowed until 1:00 AM only
- Display “No Smoking,” “No School Uniforms Allowed,” and “Operating Hours.”
- No foreign workers without valid permits
- Maintain cleanliness, ventilation, and adequate lighting
- Sterilise tools and provide clean towels for each customer
- Display business license prominently
Car wash centres
- Only at corner lots not next to eateries
- Install proper oil and sand traps with water drainage system
- Only vehicle washing and polishing allowed
- Provide sufficient parking space
- No equipment outside premises
- No business disturbances
- Provide proper and adequate waste bins (MGB 240L / 660L)
Alcohol sales
- Only allowed in commercial areas and outside a 200-meter radius from residences, places of worship, schools, and government buildings
- No sales to customers below 18 years old and Muslims
- Workers must be 21 years or older
- Operating hours are until 12:00 AM unless with special permission
- No consumption of liquor outside the premises
- Display “No Smoking,” “No School Uniforms Allowed,” and “Operating Hours.”
Car service centres
- No vehicle overhauling, engine removal, painting, knocking, and welding
- Implement oil control systems
- Do not obstruct pathways or public parking
- Dispose of trash using adequate bins (MGB 240L / 660L)
- Store used oil properly and dispose of it through authorised recycling companies
- Display state and national flags prominently.
F&B outlets
- Premises must be clean, well-ventilated, and pest-free.
- Food handlers must have valid Typhoid vaccinations and attend food hygiene courses.
- Use clean, washable food covers, and store food at safe temperatures.
- All equipment and utensils must be regularly sanitized.
- Prohibit smoking in food preparation and eating areas, with “No Smoking” signs
- Have adequate waste bins (MGB 240L / 660L) and timely waste disposal.
- Establish an effective grease trap system to prevent blockage of drains.
- Display food premise grading and business license visibly.
- Ensure workers wear appropriate attire, including aprons, gloves, and hairnets.
- Notify MPKj if relocating, changing ownership, or ceasing operations.
