A Quick Guide To Malaysian Professional Visit Pass Application Fees
The purpose of this guide is to help employers compare Professional Visit Pass (PVP) application costs when self-managed versus outsourced to MISHU.

Without wasting time, here’s what you came for:
- employers handling a PVP application themselves should budget RM1,400 – RM1,700
- outsourced to MISHU each PVP application costs an additional RM3,500, and
- end-to-end help with ESD accounts and agency approvals will cost RM9,000 on top of that

Immigration fees (self-managed application)

For self-managed applications, registration and document gathering steps don’t cost anything financially, so employers only have to pay Immigration fees as shown the schedule below.
As of May 2026, the main PVP fee payable upon application submission is RM1,296.
Once the application is approved and the expatriate receives their visa endorsement, there will be additional endorsement and processing fees incurred, which varies by duration:
- 1 – 3 months: RM 96
- 4 – 6 months: RM 186
- 7 – 9 months: RM 276
- 10 – 12 months: RM 366
Round up the tallies to the nearest hundred and you get RM1,400 – RM1,700 per application!
Personal bond / bank guarantee
Depending on nationality, an expatriate’s personal bond ranges from RM200 – RM2,000 and despite sounding like it, we don’t consider it a cost.

As can be seen from the sample above, a personal bond is used as a ‘promise of good behaviour’ and the money will never need to be paid to Immigration unless there is a breach of terms or dispute.
MISHU’s PVP application service fees

For employers who already have necessary approvals to apply for PVPs and just need help with the actual application, this stage usually involves at least two to three months of work, and here’s what we provide for our RM3,500 service fee:
| Service | Scope of Work | Fee (RM) |
|---|---|---|
| PVP Application |
| 3,500 |
End-to-end expatriate visa support services

For employers who don’t yet have necessary approvals to apply for expatriate visas and also want help setting up the required infrastructure, our scope and services and their corresponding fees are as follows:
| Service | Scope of Work | Fee (RM) |
|---|---|---|
| ESD Account Setup |
| 6,000 |
| Quota Projection |
| 1,000 |
| Labour Department (JTKSM) approval |
| 2,000 |
The time cost of handling PVP applications
As we hope the above shows, PVP applications need coordination with multiple government agencies.
This process is time-consuming- as we break down here, a new PVP application takes around eight months to process, assuming everything goes smoothly. For inexperienced HR teams, any missteps can delay applications further.
We’re not saying it’s impossible to handle your own application – but it is a giant pain in the butt.

As a result, employers have a choice to make:
- self-manage the process and accept the higher risk of errors while keeping costs at approximately RM1,700
- engage MISHU for full support at an additional cost of RM12,500 or more including one PVP application
Whatever your decision, we wish you all the best with your expat hiring plans 😊
