11 FAQs On Parking Bay Rental For Private Businesses In Malaysia
Business premises in Malaysia are allowed to reserve parking bays (Petak Khas) for many reasons, and the most common is by far to legally restrict non-customers from parking.

Reservations are handled by the Local Authority (PBT) for the area in which the premise is located, and as each has its own by-laws, there are differences in specifics, namely:
- eligibility criteria
- supporting documents
- permitted reservation hours
- approval conditions, and most importantly,
- rental rates!

1. What do PBTs call reserved parking spaces?
Every PBT we’ve dealt with refers to parking spaces for businesses by their Bahasa Melayu terms including:
- petak khas
- petak bermusim, or
- petak rizab
There may be a few more, but search for the above and you’ll find what you’re looking for!
2. Are all businesses eligible for a parking bay?
While a few PBTs have a specific list of eligible business types, most allow anyone to submit an application though approval is fully discretionary, and in practice most councils prioritise:
- vehicle-related businesses (workshops, tyre shops, accessory shops)
- clinics and healthcare premises
- hotels
- car wash centres, and
- showrooms

Some councils also offer special categories such as OKU owners or delivery-based outlets (and require corresponding supporting documents.
3. What supporting documents will I need?
Commonly required documents include:
- the parking bay reservation application form
- valid business licence
- SSM/company registration
- latest Cukai Taksiran receipt with no arrears
- site photos, and
- location plan
As always, additional documents may be required depending on the type of business.
4. How many bays can a business get?
Typical patterns are:
- 1 bay for general businesses, and
- 2–3 bays for vehicle-related businesses
In fact, some PBTs require certain businesses to apply for a set number of parking bays.

Generally, it’s because a lack of reserved parking would cause more disruption.
5. How much does it cost per month?
Rates vary significantly across councils and some charge differently even within their jurisdiction depending on zone, and category.

On top of the actual parking bay reservation, be prepared for theses additional charges:
- deposits
- painting fees
- processing fees, and
- patil/barrier costs
As a rule of thumb, expect to pay RM200 to RM500 per month for each parking bay.
6. How long is the rental period?
Some only allow 12-month rentals, though most offer 3- or 6-month terms as well.
7. How long does approval take?
As a physical site inspection is often needed, processing typically takes between 2 weeks and 2 months, depending on the PBT’s current workload.
If you operate in a less busy part of Malaysia it will be on the lower end of our estimation, but if you’re located in Bukit Bintang, it’s safer to assume you’ll be on the higher end.
8. What are permitted restriction hours?
Most PBTs fix operating hours which are tied to typical business hours, such as:
- 8:00 am to 6:00 pm
- 8:00 am to 6:30 pm
- or up to 10:00 pm for certain categories
The one exception we know of is for bays under Majlis Bandaraya Petaling Jaya, which plans to rent out 24 hour bays at RM400 a month in 2026.

In cases with fixed periods, the bay must be open to public use after operating hours end.
9. Am I allowed to block others from using the bay?

Only during authorised operating hours, after which the bay becomes public.
10. How do I renew my parking bay rental?
You usually apply for renewal before the expiry date, commonly:
- within 14 days
- or 30 days
Late renewal may result in markings being removed and repainting fees charged.
11. Can the council revoke my bay?
Yes. While non-payment or misuse can obviously cause termination, the council may revoke a permit due to evolving traffic or safety concerns, or if the spot is deemed no longer suitable.
