A Glance At Certificates Of Completion & Compliance For Business Premises

If you are a business in Malaysia new to premise license applications, you’ll have seen that a Certificate of Completion & Compliance (CCC) is one of the supporting documents required.

As most information online caters to issuing agencies, we’ve written a quick guide for businesses who need it to apply for a premise license from their PBT.

Here’s how we’ve broken it down:

  • comparison to a Certificate of Fitness (CF), and

Let’s begin.

What CCC means

A Certificate Of Completion & Compliance (also known as Form F) certifies that a premise meets the Local Authority’s safety and design standards

Without going into unnecessary detail, it requires 21 separate forms (collectively known as Form G) each issued by relevant technical professionals certifying that the aspect of a building under their purview is up to standard.

Once all 21 Form Gs are in order, the final CCC can be issued by a licensed professional known as a Principal Submitting Person (PSP). 

CCC vs Certificate of Fitness (CF)

Functionally, both play the same role – CF is simply the former version that was replaced by CCC in 2007. The biggest difference is that the CF was directly issued by PBTs while a CCC, as aforementioned, is issued by approved technical agencies through a self-governance system.

As some PBT application forms have not been updated to reflect this, you’ll see CF listed as a required document from time to time, and rest assured you can submit a CCC.

Obtaining a CCC as a business owner

If you are renting or purchasing a premise, a CCC should be one of the standard documents handed over to you, and our advice is to avoid premises if the seller cannot produce a CCC / CF. Obtaining one is time-consuming and costly and could mean the building does not meet standards.

There is really no excuse for this – the original building developer should already have obtained a CCC / CF which should then be continuously passed down to current owners.
