The Malaysian Food Manufacturer’s Guide To MeSTI Certification

The Malaysian Food Manufacturer’s Guide To MeSTI Certification

In Malaysia, Makanan Selamat Tanggungjawab Industri (MeSTI) is a food safety certification by the Ministry of Health (MOH) which recognises a food manufacturing premises can produce goods that satisfy its minimum safety and quality standards.

It is widely regarded as the most SME-friendly route to the Food Hygiene Regulations 2009 requirement for manufacturers to implement a food safety assurance programme – compared to the far stricter Good Manufacturing Practices (GMP), MeSTI is (mostly) free!

For businesses that want to handle their own application, our guide below covers all you need to know, broken down into:

  • certification fees
  • eligibility requirements
  • the 10 MeSTI elements
  • steps in the application process
  • the audits to prepare for
  • coaching and corrective action
  • validity, monitoring, and renewals
  • a brief note on the MeSTI-GMP-HACCP link

Of course, you’re welcome to skip the guide and get in touch for help!

Otherwise, let’s begin.

Certification fees

As of September 2026, MOH does not impose any fee for MeSTI certification, and in fact, also offers free technical coaching to ensure your premises can meet their standards.

What it does cost you is time and effort, as the standard still has to be met, and this doesn’t account for any professional charges if you engage a third party for assistance.

StepDescription
1. SubmissionApply via the FoSIM portal, or download form MeSTI-1/12-02 from the FSQ website.

Submit it with supporting documents to your State Health Department or District Health Office.
2. ReviewYour application is reviewed, verified, and recorded.
3. Field AuditAn auditor visits your premises and assesses you against the 10 elements. The date is mutually agreed between you and the auditor.
4. CoachingApplicants found to be less prepared are coached, free of charge, to develop their Food Safety Assurance Programme.
5. Follow-up AuditCorrective actions are verified, either by document or by a return visit.
6. Final ReportThe auditor compiles the report and submits it to the State Health Department Deputy Director for support, then on to FSQ headquarters.
7. Committee ApprovalThe MeSTI Certification Committee tables the report and decides on approval.

Field audit

An officer from MOH, the State Health Department, or your District Health Office will visit your premises to assess your level of preparedness against each of the 10 MeSTI elements.

Non-conformances are documented on the audit form and handed to you as a corrective action request, but the auditor isn’t only there to pass or fail you; if you’re found underprepared, you get coached.

Coaching

MOH or another coaching agency provides up to six months of technical guidance to businesses that need help achieving MeSTI compliance. Those who need longer can even write to the State Health Department at least one month before that six months is up to request more time.

Corrective action

Feedback on non-conformances must be submitted within three months of the field audit or your application is automatically void. If you need more time, you must notify the State Health Department in writing, with justification, within two weeks of that three-month period ending.

Follow-up audit

If your corrective action needs verifying, but you send evidence by email or in writing and the auditor is satisfied, no return visit is needed. However, this is at their discretion, and the officer may do a follow up visit to verify the corrections have been made.

If all is well, the committee will be notified and you will be issued a MeSTI certificate via FoSIM.

Validity, monitoring, and renewal

Your MeSTI certificate is valid for three years, and monitoring audits are conducted at least once a year by your State Health Department or District Health Office.

If non-conformances are found, you once again have three months to correct them.

Finally, renewals are submitted within three months before your expiry date, using the same form and the same process as a new application.

The GMP – MeSTI – HACCP link

The baby brother of food safety programmes.

Let’s quickly establish what these three food quality standards mean in practical terms:

  1. MeSTI is the entry-level
  2. GMP is the mid-tier standard
  3. HACCP is the most demanding

Because of this, HACCP certification gets you both GMP and MeSTI automatically, and our advice is generally to apply for the highest certification you ultimately need. If that’s MeSTI, then MesTI boleh!
