A Guide To MPK Business Licenses

With a population of nearly 300,000 and a fairly even distribution of Malay, Chinese, and Indian residents, Klang as a business location offers a wide range of opportunities.

Doing business in Klang requires a permit and signboard license from Majlis Perbandaran Klang (MPK), and if that’s you, keep reading to learn the basics of MPK business license applications.

Here’s how we’ve broken it down:

Where and how to apply

MPK business license applications, payments, and renewals are done via their MyLesen portal.

It’s one of the more intuitive Local Council portals we’ve seen, but you can’t access documents related to licensing without registering an account.

This is a bit irritating since other councils allow downloads immediately, but it is what it is.

You can register a new account here, but for now, let’s finish up the guide.

Once you’ve created an account, time to enter your business into their system.

During the application process, you will be asked to provide premise details.

This means you can’t apply for a license without a registered business entity and premise!

MPK business license categories

MPK recognises three main categories of businesses:

  • General businesses
  • Street hawkers and vendors
  • Industrial business

Each category has its own rates, requirements, and forms, and can be further split into sub-categories.

For the purposes of this guide, we’ll stick with the three main pillars.

General businesses

This category includes the vast majority of SMEs, including restaurants, clothes boutiques, and generally any non-industrial service or product-based business with a physical shop lot.  

General requirements

Besides specific requirements for certain businesses, requirements are mostly about advertising and signage language.

  1. Malay must be used for all advertisements on its own or with another language.
  2. If another language is used with Malay, the Malay text must be larger.
  3. If a company or business name includes non-Malay words, the company’s main activities must be described in Malay, with Malay text given priority and a larger size.

Required documents

Prepare these before applying for your license!

  1. Copy of the Company / Business Registration Certificate
  2. Copy of the Latest Assessment Tax
  3. Copy of Land Tax
  4. Premises Location Plan
  5. Floor Plan with Area in Square Meters
  6. Certificate of Occupancy (CF) or Certificate of Completion and Compliance (CCC) (If unavailable, refer to the Building Department)
  7. Sale and Purchase Agreement or Lease Agreement
  8. Copy of MyKad / Passport (for non-Malaysian applicants)
  9. Passport-sized photo of the applicant
  10. Advertisement design with company stamp
  11. Language Certification from Dewan Bahasa dan Pustaka
  12. Coloured photos of the premises showing exterior, interior, back, and any premises to the left, right, above, and below the business premises
  13. Power of Attorney Letter
  14. Other documents from relevant agencies
  15. Official Search from the Land Office

Street hawkers and vendors

This category includes small-scale vendors and street businesses, such as those selling food, drinks, flowers, or fruits from trucks, in addition to vendors in morning and night markets.

General requirements

For an MPK street vendor license, applicants must be at least 18 years old and reside in Klang.

Required documents

  1. Copy of MyKad
  2. Passport-sized photograph
  3. Location and site position plan
  4. Photograph of vending / sales method
  5. Photograph of the requested site location
  6. Photograph of applicant holding MyKad
  7. Utility bill in applicant’s name
  8. Statutory Declaration saying the submitted information is true
  9. Permission Letter from Land / Building Owner (for private land)
  10. Business / Company Registration Certificate (SSM):
  11. Existing MPK Business License
  12. Vehicle Grant
  13. Rental Agreement

Industrial businesses

This category includes vehicle workshops, factories, and generally any business that operates in an industrial setting or requires significant machinery and equipment to function.

General requirements

Again, requirements are mostly about advertising and signage language.

  1. Malay must be used for all advertisements on its own or with another language.
  2. If another language is used with Malay, the Malay text must be larger.
  3. If a company or business name includes non-Malay words, the company’s main activities must be described in Malay, with Malay text given priority and a larger size.

There will definitely be specific requirements depending on what you manufacture, but cross that bridge when you get to it!

MPK business license renewals

Business licenses from MPK are usually valid for one year.

Good news is they can be renewed directly on the MyLesen platform.

You’ll be asked to fill in the usual information about your business and make payment.

You can then track your application status and if all is well, it should be approved within a week.
