A Quick Guide To Malaysian Visas For Foreign Training & Internships

For companies and organisations in Malaysia who intend to bring in foreign talent under a training or internship programme, a Professional Visit Pass (PVP) is the most common solution.

As PVPs are an employer visa applied for by the sponsor, it carries eligibility requirements for both expatriate and organisation, and below we explain key details to ensure a smooth application.

Overview

PVPs for internships in factories and hotels are generally limited to six months and NOT renewable.

A Professional Visit Pass (PVP) is a company-to-company visa used by Malaysian organisations to sponsor foreigners tied to a foreign organisation for short-term work tasks, including foreign interns and trainees.

This allows the foreign talent to live in Malaysia for up to 12 months to fulfil their commitment, including:

  • industrial internships for university or vocational students
  • graduate trainee programmes at hotels and factories
  • practical training required as part of an academic qualification
  • structured skills development programmes, and
  • corporate training attachments at ESD-registered companies

To qualify, there must be a clear arrangement between the Malaysian host and foreign institution supported by official contracts, agreements and documents outlining programme scope and duration.

During this period, visa holders remain employed or enrolled overseas, and as sponsor, the Malaysian organisation is only allowed to provide basic accommodation, meals, transportation, and allowances. Any salary should be from the foreign employer (but why have interns if you have to pay them, right?).

Finally, PVP holders are not allowed to bring dependents, and although can be valid for up to 12 months, are usually issued in six-month endorsements that must be renewed halfway through.

Note for hotel internships

Generally, foreign trainees are only permitted to undertake internships at hotels rated four stars and above, except for Indonesian trainees, who may be placed at three-star hotels and above.

In addition, each hotel may host a maximum of 25 foreign trainees at any one time.

Employers and sponsors must register an ESD account to apply for a PVP, which in turn requires meeting entity registration requirements, and for Sdn Bhds, paid-up capital thresholds.

Registered entity

The sponsor must be one of the following:

  • Sdn Bhd registered with the Companies Commission of Malaysia (SSM)
  • societies or associations registered with the Registry of Societies Malaysia (ROS)
  • professional firms incorporated under relevant Malaysian legislation
  • local government or government-supported organisations
  • international organisations certified by the Ministry of Foreign Affairs

Paid-up capital (for Sdn Bhd)

Minimum paid-up capital depends on ownership structure:

  • 100% Malaysian-owned company: RM250,000
  • joint venture with at least 30% foreign ownership: RM350,000
  • 100% foreign-owned company: RM500,000
  • 51% or more foreign ownership operating in WRT or USS sectors: RM1,000,000

In addition to RM1,000,000 paid-up capital, companies with 51% or more foreign ownership in trade or service sectors must have a Wholesale, Retail, & Trade (WRT) or Unregulated Services Sector (USS) license.

Generally, so long as the foreign talent has an academic qualification or work experience relevant to the training or internship programme, and it can be supported by official documents, this requirement is not complicated to meet.

Required documents

The following documents are required for all application:

  • application letter by sponsor
  • recent passport photo
  • copy of passport
  • offer letter / agreement for services / sponsor contract / internship offer by the sponsor
  • confirmation letter by the foreign / host country company on the applicant’s employment details
  • detailed job description
  • copy of highest educational certificates / professional certificates
  • latest comprehensive resume
  • security bond form (duly stamped by inland revenue board)
  • personal bond form (duly stamped by inland revenue board)
  • bank guarantee (for chinese and bangladesh nationals only)
  • letter of award (LOA) / contract, if applicable
  • supporting document from approving agency / regulatory body, if applicable
  • working schedule (month-to-month task breakdown for the project)

For those first-time PVP applications, the process typically takes 7 – 8 months with six main steps.

Subsequent applications start at Stage 2, reducing follow-up lead times by up to two months.

Note: The applicant must NOT be physically present in Malaysia at the time of a new PVP application submission, and entering the country during processing may result in rejection.

Fees and processing time

As of July 2026, the main PVP fee payable upon application submission is RM1,296.

Once the application is approved and the expatriate receives their visa endorsement, there is an additional endorsement and processing fee which varies by duration. We do a full PVP fee breakdown here, but here’s what to expect:

  • employers handling a PVP application themselves should budget RM1,400 – RM1,700
  • outsourced to MISHU each PVP application costs an additional RM3,500, and
  • end-to-end help with ESD accounts and agency approvals will cost RM9,000 on top of that

As we explained above, the PVP application submission is just one of several steps, and the overall process can take up to 8 months, especially sponsors applying for the first-time.
