A Contractor’s Guide To CIDB SCORE Applications
The Contractor Capability and Capability Evaluation Program (SCORE) is designed to measure the capability of G2 – G7 contractors in Malaysia, identifying high-performers and…the opposite.

In the broader CIDB ecosystem, a valid SCORE rating is a requirement for PPK renewal, with specific ratings needed to maintain SPKK (and by extension STB) certificates.
For contractors in Malaysia who want to handle their own SCORE application, read on as we explain:
- what the SCORE system is
- assessment metrics (+supporting documents)
- application steps
- fees and validity periods

Otherwise, lets’ begin.
How SCORE works
SCORE measures G2 – G7 contractors based on seven key assessment metrics, with each parameter carrying a maximum score of 30 marks for a total possible score of 210.

Based on overall score and performance in individual parameters, contractors are given a 0 – 5 star rating.
| Achievement Percentage | Star Rating |
|---|---|
| 0% – 10% | 0 Stars |
| 11% – 30% | 1 Star |
| 31% – 50% | 2 Stars |
| 51% – 70% | 3 Stars |
| 71% – 84% | 4 Stars |
| 85% – 100% | 5 Stars |
Additional minimum scoring requirements:
- contractors who achieve above 85% overall but fail to meet the minimum score requirement for any individual parameter may have their rating reduced
- 4 Stars requires at least 10 marks in each assessment parameter
- 5 Stars requires at least 15 marks in each assessment parameter
Why SCORE ratings matter
A SCORE assessment is necessary to renew a PPK certificate, making it essential for all G2 – G7 contractors.
Additionally, to renew an SPKK certificate, G2 contractors must obtain at least a 2-star rating, while G3 – G7 contractors must obtain 3 stars.
Beyond this, additional star ratings become useful to appear more credible when competing against other contractors for contracts, especially valuable government projects where the rationale for choosing a provider must be objectively demonstrable.
The seven SCORE assessment metrics

For each of the seven metrics, we have included a list of common supporting documents that can be used to demonstrate competence in that area.

| Project Management | Project planning, SOPs, quality control and safety management practices | • SOP documentation • Quality Management System • Project Quality Plans • Method Statements • CPC, PO and invoice records • QLASSIC and SHASSIC results |
| Procurement Management | Purchasing procedures, supplier management, material control and inventory systems. | • Procurement policies • Subcontractor selection procedures • Inventory records |

Inspections & dangers of false declarations
CIDB may conduct premise or construction site inspections or call contractors for a Compliance Review (SPEK) interview to verify information submitted, and any information or documents found to be false or deliberately misleading may result in:
- warning letters
- cancellation of the SCORE certificate, or
- suspension from applying for SCORE for up to one year
This doesn’t happen automatically with every application and is at CIDB’s discretion.
Application steps, fees & validity period
SCORE assessment applications cost RM50 and are made online through the CIDB CIMS portal.

- Navigate: Select the ‘SCORE’ tab and click ‘Apply SCORE Evaluation’.
- Fill Forms: Complete the declaration and answer questions for all seven parameters.
- Upload Documents: Attach all required supporting documents in PDF format.
- Payment: Print invoice and pay RM50.00 fee online or at a CIDB counter within 30 days of filling the form.
- Result: Decisions are typically processed within 14 working days after payment, and you can then print your virtual SCORE certificate.
The decision will be accompanied by a digital letter from CIDB that looks like this.

Appeals & validity
A SCORE certificate and star rating is generally valid for two years and dissatisfied parties can appeal decisions within one year of the initial result letter for a RM300 fee.
Otherwise, a new application can usually only be submitted one year from the date of the previous letter.
