The Expat’s Guide To Finding The Best MM2H Agent
As of September 2025, there are over 300 licensed MM2H agents in Malaysia, presenting applicants with an interesting question:
How do I find a trustworthy MM2H agent from halfway across the world?
Unsurprisingly, many turn to social media and forums seeking personal recommendations.

We noticed most advice on forums just name-drop MM2H agents…and stop there!
They don’t explain why an agent is worth your money, and we think knowing how to evaluate a provider is far more valuable.
Guess we’ll put on our superhero cape to save the day then 🙂
Based on our experience with multiple providers, here’s how to find a capable MM2H agent.
Here’s how we’ve broken it down:

- signs of a good agent, and
- questions to ask
Let’s begin.
What to know about MM2H beforehand

You should know two things before reaching out to an agent:
- Key similarities and differences between MM2H categories.
- How MM2H fees and costs work.
It’s not possible to explain the first here and do it justice, so read our MM2H guide where we cover it in full!
For now, just know there are four MM2H categories:
- Platinum (premium)
- Gold
- Silver (entry)
- Special Economic Zone
All have the same requirements (read our guide!) a step up or below the others.
Regarding costs, just know that your main expenses are the:
- agent fee
- participation fee
- fixed deposit, and
- property purchase
Every fee / cost on this list is set by the Malaysian government, and no agent can charge higher or lower.
There will be ad hoc and additional service charges, but the final quote between two agents shouldn’t be that different as they all perform the same services.

5 signs of trustworthy MM2H agents

Firstly, don’t judge an MM2H agent by their website or basically all will fail 🤣
Malaysian websites are still stuck in the 2010s, and culturally, businesses here tend to treat websites as an afterthought, even the really good ones.
So ignore bad UI/UX and schedule a virtual or physical meet, where we’d look out for five green flags.
1. Active listening

Depending on your circumstances, different MM2H tiers are a better fit.
The best MM2H agents will want to know key information about you such as:
- your financial situation
- any family members / dependents you will relocate with
- whether you want to fully retire or still work / do business
In fact, maybe MM2H is not a good fit for you at all, and a good agent should be able to justify their final recommendation.
2. Clear application timeline

A capable MM2H agency will have a documented process that clearly outlines and explains steps in the MM2H application, covering:
- document QC and submission, and
- coordinating with service providers for your visit to Malaysia
They will be able to answer with confidence what they will do and how long it takes the moment you make a deposit (more on this later).
We must add that once your application is submitted to the government, approval can easily take several months, and there’s nothing the agent can do to speed up bureaucracy 🙂
3. Clear document checklist / explanation

Speaking of application submission, you’ll need to prepare quite a few supporting documents.
You can check out our MM2H application checklist for the full breakdown, but basically the agent should be able to explain:
- what the necessary documents are
- how to have them certified
- how to get them translated if needed
It’s not complicated, just tedious, and your agent should be able to hold your hand through it!
4. Transparent deposit policy
The Malaysian government allows agents to request a maximum deposit of 20% of total costs before starting the application process.
As a result, most established agents will ask for a 20% deposit to start work, while newer agents may offer less to encourage applicants to go with them.
We think it’s a fine way to do business, and the final cost is the same.
Just make sure to run away from any agent who asks for more than 20 percent.
5. A written refund policy

If your application goes well, the government will issue a conditional letter of approval, allowing you to visit Malaysia to fulfil the requirements of your MM2H category.
At this point, many agents request applicants pay the remaining balance.
It’s not a bad idea to know beforehand what happens if something happens after paying that prevents you from completing the MM2H application at any point.
Professional agents have clear written refund policies that cover:
- what’s refundable
- what isn’t, and
- under what conditions
