A 1 Minute Guide To CIDB G1 Requirements
If you’re looking to start a construction business in Malaysia on a budget, your best shot is registering as a G1 contractor–CIDB’s entry level grade with the lowest requirements.
As of writing this, there are 68,520 active G1 contractors, and if they can do it, so can you!

Minimum requirements
There are three main requirements (and they couldn’t be simpler):
- paid-up capital of RM5,000 / RM10,000 for an SPKK certificate
- employ one Technical Certificate holder
- obtain at least 10 CCD points annually for license renewal
Before we move on, we better explain what SPKK certificates and CCD points.
SPKK certificate

SPKK stands for Sijil Perolehan Kerja Kerajaan, and while it has no official English name, it basically translates to ‘Government Work Procurement Certificate’.
It allows a contractor to compete for government tenders, and G1 contractors with SPKK can take on construction projects worth up to RM200,000.
It’s very rewarding, not too hard to get, and we highly recommend going for it.

CCD points

To understand CCD points, you need to know it stands for Contractor Continuous Development, a program by CIDB that ensures contractors stay up to date.
Under this programme, contractors must earn a minimum number of points within a 12 month period by attending forums, speaking at programs, and other activities that upskill themselves or benefit the industry.

Required documents
- Academic certificates
- FM resume if applying for category F
- Certificate of Registration for Competent Persons (if available)
- Certificate of Agency Registration
- Annual Return (if the application is from a limited company)
- Annual Return of the company holding shares in the company
- Current Financial Statement if application is from a business registered under ROB / PLT / ROS
- Partnership Agreement if application is from a partnership
- Company Information, E-InfoSSM services for LLP
- Registration of Societies/Associations (ROS)
- List of company directors for Sdn Bhds
License registration steps and fees
CIDB license applications should be made via CIDB’s CIMS portal.

First time visitors need to create an account – and it must be by a company director or owner!
Once you’ve created your account, applying for the license is a simple four-step process:
- Choose G1 as your intended grade
- Upload necessary supporting documents
- Pay RM50 application fee
- Pay RM20 annual fee once approved
If everything is in order, CIDB applications are usually processed within seven working days.
Your CIDB license can later be renewed for up to three years based on CCD points earned.
